Skyhold question

So are the usual denizens running around Skyhold? I started a thread and it seemed like too much to account for bumping into soldiers, etc so I came up with nobody being visible (except for Shepard, who I'm RPing with) as a side effect of the fade weirdness. The game Cullen would instantly be ordering his troops around, but that's not very fun!

Hello! Great question! No, there are currently no NPCs around. So the only people in Skyhold are the other characters in play. It's all very creepy and echoingly empty.
